Description: This presentation will briefly review the history of EPA’s Permit Shield Authorization and how permittees have utilized the policy to obtain discharge authorization for various pollutants.  In the past several years, permittees have responded to new LDEQ policies (e.g., metals studies on stormwater discharges) by not seeking the broadest permit shield possible.  Recently, non-governmental organizations have put forth comments on draft permits that point out inconsistencies between information provided during the permitting process and other required reporting such as the Toxics Release Inventory (TRI).  This presentation will provide a discussion of the evolution of permitting shield strategies and how to maintain the broadest permit authorization under EPA’s permit shield policy while providing consistent information to the public regarding facility permits.

Bio of Presenter: Alexander Baron Sheffield, P.E. is CK Associates’ Water Program Manager.  Mr. Sheffield has 38 years of environmental consulting experience focused on industrial wastewater/storm water issues. His work is primarily comprised of Clean Water Act (CWA) permitting/studies, enforcement/compliance support, compliance plan development, and litigation support. He has been a member of the Water Environment Federation for 40 years and has served in numerous positions with the Louisiana Association (Membership Chair, Treasurer, Vice-President, President, Director/Delegate, and WEFTEC Local Arrangements Chair).  He fully supports the newly reinstituted state association and wishes it success.
